A visionary leader transforming Malaysia's built environment through innovation and community impact.
IN a landmark recognition of his indomitable spirit, vision, and unwavering commitment to the growth of Malaysia’s construction industry, Tan Sri Datuk Seri Lim Keng Cheng has been awarded the Prominent Player Award at the Malaysian Construction Industry Excellence Awards (MCIEA) 2024. Known for his pioneering leadership, Lim has dedicated over three decades to shaping Malaysia’s built environment through a unique blend of resilience, innovation, and social responsibility. His infrastructure, real estate development achievements, and staunch commitment to sustainability have distinguished him as a prominent industry figure and left an indelible mark on Malaysia’s construction landscape.
A COMMITMENT TO MALAYSIA’S GROWTH Lim’s journey in construction began right after completing his schooling, where he cultivated expertise across various fields, including construction, civil engineering, turnkey projects, and property development. He completed his high school education at Sekolah Menengah Chong Hwa, Kuala Lumpur in 1980 and pursued further studies at Sekolah Menengah Tinggi Setapak, earning the Malaysian Higher School Certificate (STPM) in 1982.
Over the years, Lim has overseen and successfully completed projects valued at more than RM20 billion, a testament to his leadership and depth of experience in the construction field. Today, he continues to influence the industry in his roles as a Non-Independent Non-Executive Director of Ekovest Berhad and Non-Executive Chairman of Lim Seong Hai Capital Berhad, listed on the LEAP Market of Bursa Malaysia Securities Berhad. These roles highlight his strategic vision and commitment to advancing Malaysia’s construction and property sectors, where his expertise and forward-thinking approach continue to shape the industry’s future.
His vision is exemplified in projects such as the Duta-Ulu Kelang Expressway (DUKE) and River of Life in Kuala Lumpur, initiatives that have transformed urban mobility and revitalised public spaces. He also oversaw and ensured the timely completion of several design-and-build projects, namely Labuan Financial Park, Universiti Malaysia Sabah (UMS) in Sabah, and Universiti Tun Hussein Onn in Johor.
Reflecting on his career journey, Lim shares, “In this industry, success isn’t just about building structures; it’s about creating sustainable environments where communities can thrive. Each project is an opportunity to contribute to Malaysia’s growth and enhance its people’s quality of life.” This sentiment reflects the philosophy underpinning his career, driving him to complete projects and create a lasting infrastructure that harmoniously integrates into Malaysia’s urban fabric.
His visionary approach is evident in his emphasis on building connectivity and mobility. Through projects such as DUKE Phases 1, 2 and 3 (phase 3 is now known as Setiawangsa–Pantai Expressway, SPE), he has redefined the concept of urban highways as critical arteries that facilitate travel and enhance the overall accessibility of Kuala Lumpur. “We’re not just constructing highways; we’re building lifelines for cities, creating pathways that bring people closer together and enable economies to flourish,” he reflects.

Beyond technical advancements, Lim has championed the idea that sustainable practices should be implemented holistically, considering each project’s social, economic, and environmental impacts. His focus on reducing carbon footprints, optimising energy use, and sourcing materials locally has not only reduced the environmental impact of his projects but has also inspired others in the industry to prioritise sustainability.
LEADING WITH RESILIENCE The construction industry is known for its volatility and complexity, but Lim’s career is a testament to his ability to navigate and overcome these challenges. He has steered projects through economic fluctuations, regulatory changes, and logistical obstacles, always focusing on maintaining quality and safety standards.
When asked about his approach to challenges, he remarks, “The construction industry tests you in ways that demand resilience and creativity. Every challenge is an opportunity to innovate and find practical and forward-thinking solutions. This mindset has been crucial to every success I’ve had.”
His perspective on resilience has enabled him to lead his teams through complex urban planning and engineering demands, particularly evident in the DUKE projects. Lim and his team surmounted significant hurdles by adopting forward-thinking planning and construction techniques, setting a new benchmark for expressway development in Malaysia.
COMMITMENT TO COMMUNITY His role as a CIDB Fellow reflects his dedication to improving industry standards and promoting best practices across Malaysia’s construction landscape.
“Mentorship and continuous learning are crucial for the industry’s future,” he notes. “I believe in nurturing young talent and sharing knowledge, as these new minds bring fresh perspectives and drive progress.” His commitment to education and mentorship reflects his vision of a construction industry equipped with skilled, passionate professionals. His belief in lifelong learning and knowledge-sharing inspires future leaders, creating a culture of growth and collaboration.
He is committed to improving the communities in which his projects are located. His projects are designed with community needs in mind, ensuring that infrastructure is functional and accessible. Whether providing affordable housing options, enhancing public spaces, or investing in facilities that support local businesses, his construction approach is always centred around creating value for society.

He envisions an industry that increasingly embraces sustainable practices and technological innovations, redefining infrastructure development. “We are entering a period of rapid change, where the integration of smart technologies and sustainable practices will redefine how we build,” he says. “Our role as industry leaders is to embrace these changes and to set an example of responsible development for future generations.”
For him, the Prominent Player Award is a recognition of his past achievements and a responsibility to continue advancing the construction sector. While he is honoured by the accolade, he views it as a call to further contribute to the development of Malaysia’s infrastructure. “This award is not just a personal achievement; it’s a testament to the collective effort of everyone I’ve worked with. I am incredibly proud of what we’ve accomplished, but I’m also aware there is so much more to be done,” he reflects.
With a legacy built on resilience, integrity, and forward- thinking, his journey is a powerful example for aspiring leaders in Malaysia’s construction industry.
